Under the Safety Representatives and Safety Committees Regulations 1977, trade union–appointed safety representatives have the right to:

Do I Need a Health and Safety Representative in the UK?
In the UK, whether you need a health and safety representative depends on your workplace and the law. If there is a recognised trade union, employers must talk with the union-appointed safety representatives, according to the Safety Representatives and Safety Committees Regulations 1977.
If there is no recognised union, the Health and Safety (Consultation with Employees) Regulations 1996 say employers must consult with workers directly or through elected employee safety representatives.
In workplaces with fewer than five workers, formal consultation might not be needed, but employers still have to keep the workplace safe and may choose to appoint a representative to help manage risks.
